In a new licensing scheme being developed by Melbourne's Lost Dogs' Home, people will be quizzed on everything from micro chipping, pet health issues, costs of ownership and combating animal boredom.

The test will be voluntary at first but the home will lobby the Government for the measure to be introduced at pet shops and animal shelters statewide.

The home says too many of the 20,000 dogs and cats who end up at the shelter each year are victims of cruelty and neglect and have behavioral problems.

Managing director Dr Graeme Smith said they had been working on the scheme for more than a year in a bid to stop impulse buying, and to weed out irresponsible and cruel owners.

He cited the sad case of Buckley the pit bull terrier, whose ears and tail were hacked off. He said they wanted public feedback on the cat and dog tests, which each involve more than 50 multiple-choice questions.

The shelter plans to introduce discounted adoption costs for those who pass the test as an incentive. "There are some people who should never own pets," he said. "If you only get 50 per cent you get a license to own a pet rock.

"But this is about educating the public about proper pet care ... and helps them make the right choice. “ Some people who sit the test might think, 'I've done all this, it's not for me'."

The measure comes after the RSPCA yesterday called for the Victorian Government to follow the UK's lead and introduce a "competency test" for dog owners.

Dr Smith said the move was aimed at education, not exclusion, and applicants would be given handbooks to help them answer the questions. They could also sit the test several times if needed.

He admitted it would not be foolproof but hoped it would prevent the most irresponsible owners from adopting.
Let me clarify, UK is giving a “competency test”, to existing pet owners.

We really want this house but...?

We're renting our own home out at $660 per week and we're renting a cheaper but nice house. A house came on the market in October last year and it sold. From then on, we've really wanted this house and then the other day, I was searching the internet and found it up for sale again. I told my parents and my dad said we can buy it. But the problem it that the house we rent for $660 per week will only achieve about 1.4 million dollars if we sell it. Then we plan to lease the new house out for another four years to pay it off. The real estate agents think it'll achieve about $1000. So my dad said he will make an offer of 1.5 million when it sold last year for 1.685 million. Then I said the cut off should be 1.6 million and that's it. My parents are unsure and I think the people want a quick sale, so we could get a bargain. I know that if it does get sold, my mum will say 'oh, why didn't we buy it?' My dad does see the potential in it, it's a beautiful Victorian House, so how can I convince my parents to get it without pushing too hard?
And they're asking for $1.9 million??? Does anyone know how to bargain with Asians?

My dog will not stop chewing himself (Reaction to fleas maybe?)?

Ok so here's the deal,
We have several dogs in our home.
And before christmas they ALL got fleas, possibly from a roaming cat, but can't be sure.
By the end of 2009 we had treated the fleas nice and all gone!
But our MALE germal spitz, we believe had an allergic reaction to the fleas.
We took him to the vets, and the VET not us, said he had bad Anal glands, so we cleared them, he had some meds for it and now they are ok.

But the male spitz is still chewing himself, the whole of hes back legs, tail, lower part of back (Up to hes middle region) hes chewing, literally the whole bottom half of hes body.

We figured it because, hes treated now, but the scabs may be irritating him.
So we baught him a victorian dog collar (Cone), we are treating him daily with medicated spray, hes food is still the same (Hes never had a reaction to it)

We are sure of the cause etc and roughly how to treat it, but are unsure of how to stop him chewing, since hes had the cone on, hes just torn hes back legs and tail red raw!! We cant stop him, hes back has dried up, and will heal soon, but even with the cone, we cant stop him chewing hes legs , tail and groin etc..

Really need some helps and tips on how to stop him, we've tried quite a lot, hes got scabs, open sores and everything >,<

Any help appreciated, thanks guys !
i know taking him to the vet is the best option
but the vet will either tell us the same thing we already know

or to go private vets will cost too much money

im hopin to get some kinda help for home treatment (P.S, he has medicated baths every week, treatment daily, and flea treatments still)

Is my house still haunted?

I live in a very old victorian farm house. The atmosphere is very dark and depressing and I really don't enjoy being in it. When we first moved in half the house was boarded up and out of bounds so my dad dug up the floor in one side of the house. After that day we heard banging on the walls like someone was litterally punching the walls when nobody else was home, a baby crying, childrens footsteps running and laughing. I was home alone once and while I was falling asleep, my guitar strummed loudly abouve five time like someone was playing it as hard as they could and then it fell over and then later that night I heard what sounded like a dog barking under my bed. Once my brother when he was about 6 walked out the bathroom and tugged on my coat then said "Tell Mummy I can't go to the toilet. There's a girl in there and she won't get out." When I went to check there was nobody there and my sister had gone out for the day. My parents also swear to have kept seeing child figures walk up the stairs and stand at the end of there bed whilst there trying to sleep. Once also, some friends came round to chat and as they stood at the door to leave one of them said "Someones trying to talk to you." When my Dad turned around they said "He's just run off." My Dad spent ages running round the house looking for this 'man' and couldn't find anyone. The friends as well as there children claim that he was wearing 'white overalls stained with blood.' Then one day it all stopped and from that day nothing else has happened. There was also an engravement in the corner of my window that said a name and birth and death date. We've now thrown it out but we got rid of it years after this all stopped. Do you think the house is still haunted? I'd like to contact them.

How do large condo developments change neighbourhoods. I live in an old urban neighbourhoood with loads of character, but it is only halfway gentrified. There are plenty of nice Victorian homes (I live in one) and cute coffee shops

An environmentally - built affordable condo is going up - and it will add 600 people to our little strip.

I am hoping the foot traffic of young people will create more coffee shops, bars etc

I have to write an essay for my grade 9 honors modern world history class. It's supposed to be 5 -7 pages long. I have a list of suggestions but there are only a few I really want to write about. It can be about anything really though, not jsut something on the list. One girl in my class asked if she could write about the social lives of women and how they changed. She was thinking '50s and another girl suggested flappers. I think those are both really cool ideas but I don't know if I could find enough information about them. Any suggestions? Should I move in with my dad? PLEASE HELP ME!?

So my parents are "separated" they're not legally divorced yet but seeing other people.At this point me and my 3 siblings live with my mom in a gorgeous old victorian home,while my dad lives in a small apartment. I go to my dads twice a week and he comes over ti stay every other weekend. I see him every morning and he lives right around the corner.(trust me I am SO THANKFUL!) My family was going through some tough times for a while. My mom was practically crazy and she would hit us and chocked my sister once. If we did one little thing that she didn't like she called the police. Once my sister got taken away by order of my mom. She even called them to yell at my 8 year old brother and tried to get me involved. The only thing she relied on was the chores being done. She was constantly yelling and coming home from work and going straight to bed telling us to do the chores and feed ourselves. I am only 12. On top of all this my aunt died of lung cancer at age 43. my oldest sister (17) told me that I was dealing with the situation very well and that I had learned things she hadn't learned until now. So after I had had enough I called my dad and asked to move in with him because I couldn't take the yelling any more. he said yes but would have to talk to my mom. She said no and cried because she said I didn't love her. so just this december she checked her self into a mental hospital on christmas day for a week. She was put on medication and is now back to her normal self and for the most part no more problems. What I'm asking is should i still move in with my dad? Sorry for such a long story I just really need some help.

I don't really know where to start, and I don't have a lot of ideas. I want to do something different, not just your average at home dance party. I like having activities, stuff out of the box, because my friends are all over the place and some don't even know each other. Like, for example, for my thirteenth I hired this company that drove us all around the city in a limo and stopped at 'haunted' places in the middle of the night. There was even a woman dressed up in Victorian garb that told stories and read palms...I really love birthday parties, but I just have no idea this year!

We bought a house in and live in a Canadian downtown neighbourhood with old Victorian homes. Its very posh to the south of us, and rather working class north of us. There are good schools, low crime rate, and lots of trees and parks

It does have a mix of different classes and has a bit of gritty edge in parts, but nothing terrible, just regular urban living. Houses here range from $500,00 to 1.5 million

I check real estate listings all the time, to see how much other houses go for sale here (its my first big investment and I am curious!) and people do NOT seem to move!

Is this a good thing from a real estate perspective?

How can I estimate the marketable value of my home?

I inherited a 2500 sq ft brick Victorian house in a small village in upstate New York. My parents paid $35,000 for it in 1975. It's just to large for me to maintain adequately, being an almost 60 year old woman living alone. I've been ripped off by numerous contractors who take my money and I either never hear from them again or they do shoddy work. The summer of 2008 I decided to place it on the market. I spoke to several real estate agents, some wouldn't even take it citing that with the housing market the way it is, they could only take the most valuable and saleable houses right now. The style, size and poor condition of my house made it more of a liability to them. One even told me that I probably would be lucky to get what my parents paid for it since it would have to be gutted and re-built because of the outdated heating system, rotten subflooring, and the damage caused by the numerous cats may mother kept. The realtor that finally agreed to handle it slapped a $195,000 price on it. Only four people looked at it and I think most were either looky-loos or flippers who were hoping to get for much less. In either case I never heard further form anyone. In November, by mutual consent with the relator, I removed it from the market. I am living it and I don't think it's in as bad shape as some realtors say, although I admit it could use some updates in regard to the furnace and appliances. It is assessed at $162,000. It would make a great B&B in out historic little community for someone that wanted to put some work equity into it. I may want to try again, but would like some opinions as to what price range would be reasonable and I'm not a victim of agents who put too high a price on it preparing for a long wait but a larger commission or ones that lowball it and are just looking to make a quick sale.

I need some ideas for bedroom decorating?

I'm moving back home for a while to help out my family and I'm going to be redecorating my bedroom. For years the color scheme has been burgundy red with hints of deep purple and tarnished gold, lots of silky fabrics and velvet and antique looking furniture -- almost a victorian feel. While I love that style, I'm ready for a change. The biggest issues are that it is a basement bedroom, which means I have only 1 very small window near the ceiling behind my bed, and the bed was custom made by my dad, who is a carpenter, (shameless plug for their business here: www.meyerbrothersandsons.com), is affixed to the floor (as per my stupid request some years ago), so I can't really rearrange the furniture very easily. The nice thing about it, is that the drawers are built into the side which means I have no need for a dresser, which opens up a lot of space. The bed is made of ash, which is a light wood, so I would like a color scheme that compliments that. I like the urban look, but I don't really know if I can pull it off with the style of the bed. The room is fairly large, so dark colors are OK in it, but I'd like something lighter. Any suggestions?
i forgot about the floor -- thanks for mentioning it! it's just a neutral beige carpet. I wish it was hardwood, but at least beige is easy to work with. and i do have a headboard, but it's a book case. but your other ideas are stellar!
